Representative Fine is a lifelong resident of Northwest Indiana. He and his wife of 40 years, Adele, have three children and nine grandchildren. Rep. Fine graduated from Indiana University and earned a law degree from Indiana University School of Law. He also has a Master’s degree in English from Purdue Calumet.

Representative Fine opened his law practice in 1988. He also volunteers his legal services to religious and professional institutions.

House District 12 includes portions of North and Calumet townships in Lake County.
